U.S. Ambassador to Syria Robert Ford took to the U.S. Embassy Damascus Facebook page Thursday to explain the reasons for the closing of the embassy Feb. 6 and to offer new evidence that the Syrian regime is attacking civilians.
"First, like people around the world, my colleagues and friends are watching the video coming out of Homs and some of the other Syrian cities in the last days with horror and revulsion," Ford wrote. "I hear the devastating stories about newborns in Homs dying in hospitals where electricity has been cut and when we see disturbing photos offering proof that the regime is using mortars and artillery against residential neighborhoods, all of us become even more concerned about the tragic outcome for Syrian civilians." "It is odd to me that anyone would try to equate the actions of the Syrian army and armed opposition groups since the Syrian government consistently initiates the attacks on civilian areas, and it is using its heaviest weapons," he continued, in a not-so-veiled reference to Russian and Chinese diplomats, who made that very argument before vetoing the Arab League backed resolution at the U.N. Security Council on Feb. 4.
Ford also went into the reason behind the embassy closing, which he said was the most taxing day in his multi-decade diplomatic career.
"I left Damascus with immense sadness and regret-I wish our departure had not been necessary, but our Embassy, along with several other diplomatic missions in the area, was not sufficiently protected, given the new security concerns in the capital," he wrote. "We and those other embassies requested extra protection measures from the Syrian government, given the danger to both our citizens and the Syrian citizens that worked with and near us. Our concerns were not addressed."
Ford said he remains the ambassador and will work in Washington "to support a peaceful transition for the Syrian people." [italics original]
"We and our international partners hope to see a transition that reaches out and includes all of Syria's communities and that gives all Syrians hope for a better future," Ford wrote. "My year in Syria tells me such a transition is possible, but not when one side constantly initiates attacks against people taking shelter in their homes."

The Syrian people have the right to fight back against their government and the international community has several options to help them in that regard, Senate Foreign Relations Committee chairman John Kerry (D-MA) said Saturday.
As the tempo and intensity of Bashar al-Assad regime's violence against civilian accelerates and the U.N. Security Council remains paralyzed, the United States and its partners are planning their next steps. As a press conference Saturday night at the 2012 Munich Security Conference, several members of the U.S. congressional delegation laid out several ideas under consideration for protecting the Syrian people.
"There are many different options as to how we can do that," said Kerry. "There are the early beginnings of a civil war taking place in Syria. And if the government is going to kill randomly, people deserve the right to defend and fight for themselves."
Kerry declined to specify what steps Washington might take to directly support the internal Syrian opposition or the Free Syria Army, the ragtag defectors who have taken up arms against Assad, but he warned the Syrian government and its supporters Russia and China that the United States would not stand idly by.
"Syria is not Libya," Kerry said. "But nobody should interpret that statement to suggest that it means that Syrian leaders can rely on the notion that they can act with impunity and not expect the international community to assist the Syrian people in some way."
He also insisted that there will be another round of negotiations on a Security Council resolution regarding Syria, despite the vetoes by Russia and China that followed last week's efforts to build world consensus on the way forward.
"I'm confident this will be revisited," Kerry said. "Secretary [of State Hillary] Clinton and Ambassador [to the U.N. Susan] Rice are prepared in a competent way to embrace Russian and Chinese concerns, but not in ways that would undermine the ability of the people in Syria to have their voices heard or to be oppressed or create a longer stalemate."
He continued: "I think that balance can be found, I'm confident it will be found. There will be another shot at the effort but it is really important for Russia and China, critical leaders in the world today [to join us]. They have an opportunity in the next days to step up and were inviting them to do so. I hope they will join us on such a critical statement with respect to rights of innocent people."
Speaking at the press conference in Munich Sunday night, congressional delegation leaders John McCain (R-AZ) and Joseph Lieberman (I-CT) laid out more specific ideas on how the international community can help the people of Syria.
"There's a lot we can do to provide moral support and to provide material support, along with Turkey and other nations, in assisting these people with medical care and other assistance," McCain said. "I do not know how Russia and China can represent themselves as members of the world community and still oppose a resolution that would help bring this bloodletting to an end."
Lieberman said he hopes some sense could be talked to the Russians and the Chinese and that the Security Council would work on another resolution.
"But if that doesn't work I don't think we can just stand by. I hope the international community and the U.S. will provide assistance to the Syrian Free Army in the various ways we can. I hope we will work with Turkey and Jordan to create safe havens on the borders of those two countries with Syria," Lieberman said. "What's happening in Syria today is exactly what we got involve in Libya to stop from happening.... I understand Syria is more complicated, but one choice we don't have is just to stand back and let the government kill people who are fighting for their own freedom."
Speaking on Monday in Bulgaria, Clinton laid out the most specific ideas to date about how the Obama administration plans to move forward on the issue.
"So what do we do? Well, faced with a neutered Security Council, we have to redouble our efforts outside of the United Nations with those allies and partners who support the Syrian people's right to have a better future. We have to increase diplomatic pressure on the Assad regime and work to convince those people around President Assad that he must go, and that there has to be a recognition of that and a new start to try to form a government that will represent all of the people of Syria," she said.
The Obama administration will seek new regional and international sanctions against Syria and will try to expose those who are still funding and arming the regime, Clinton said. She also promised to increase contacts with the Syrian opposition and provide humanitarian relief to the Syrian people.
Clinton didn't, however, promise another run at the Security Council, indicating only that more diplomatic efforts were on the way.
"Over the coming days, I will be consulting closely with our allies and partners in Europe, in the Arab League, and around the world," she said. "So we will be consulting with the foreign minister here and others about what we can do to rescue this deteriorating situation before it's too late."

MUNICH - Secretary of State Hillary Clinton and Russian Foreign Minister Sergey Lavrov gave opposing public speeches Saturday on what should be done in Syria, and then took their dispute behind closed doors in a heated bilateral meeting, in advance of Saturday's U.N. Security Council action in New York.
"As a tyrant in Damascus brutalizes his own people, the U.S. and Europe stand shoulder to shoulder," Clinton said in her speech at the 2012 Munich Security Conference. "We are united, alongside the Arab League, in demanding an end to the bloodshed and a democratic future for Syria. And we are hopeful that at 10 AM eastern standard time in New York, the security council will express the will of the international community."
Well, the 10 AM deadline has come and gone, but State Department officials insist the U.S. is committed to holding a vote on the latest draft resolution on the situation on Syria today, despite persistent Russian concerns over the text, which were outlined by Lavrov in his speech only minutes after Clinton left the stage.
Lavrov said that Russia stands by the Syrian people but not the "armed groups" in Syria that he alleged were contributing to the violence. He said Russia would not agree to any resolution that amounts to outside interference or presupposes the political outcome in Syria other than supporting a dialogue between the two sides.
"The problem is, the peaceful protesters have our full support, but they are being used by the armed groups, who create trouble. And this is reaching quite dangerous proportions," Lavrov said.
Lavrov said Russia had two main problems with the current draft of the resolution. He said the current draft resolution "left the door open to military intervention to the outside," because it does not include a Russian drafted statement that would explicitly say a military intervention is not authorized.
He also said the draft resolution seeks to prejudge the results of a national Syrian dialogue because it refers to the Arab League Initiative's report and says the process should follow the Arab's League's schedule for resolution of the transition of power in Syria.
"If this resolution is adopted and Assad doesn't go, we asked the Americans and the Europeans ‘What is the game plan?' They say, ‘Well in 15 days we'll consider this issue again in the security council.' My question is, ‘After that, what are you going to propose?" Lavrov said.
"It's not a serious policy," he insisted.
Lavrov heavily criticized the Arab League monitoring mission and defended Russian arms sales to the Syrian regime, which continue to this day. Lavrov said the U.N. charter does not allow interference in internal domestic affairs and that without Russian support, any plan devised in the security council would not be viable.
The Cable asked Lavrov whether Russia was concerned about ending up on the wrong side of history in Russia by supporting Syrian President Bashar al Assad.
"We are not friends or allies of Assad," Lavrov responded, "We try to stick to our responsibilities as permanent members of the security council and the security council doesn't by definition engage in the internal affairs of states, it's about maintaining international peace and security."
The Cable followed Lavrov out of the conference hall and into his bilateral meeting with Clinton. Clinton was joined in the meeting by Director of Policy Planning Jake Sullivan, Undersecretary of State for Arms Control Ellen Tauscher, NATO Ambassador Ivo Daalder, and Spokeswoman Victoria Nuland.
A senior State Department official said the meeting went longer than planned, 45 minutes, and two thirds of that time was spent discussing the U.N. Security Council situation regarding Syria.
"The secretary and the foreign minister had a very vigorous discussion," the official said. "The secretary made clear that the U.S. feels strongly that the U.N. Security Council should vote today."
The official would not going into the details of the bilateral discussion on Syria but said it's safe to assume that Clinton and Lavrov did not resolve their differences over the way ahead.
"Foreign Minister Lavrov did not dispute the urgency of the situation and the action now moves to New York," the official said.

The Russian government is following the path of the deposed regimes of Hosni Mubarak and Muammar al-Qaddafi and is setting itself up for a fall from power, Georgian President Mikheil Saakashvili said in an exclusive interview with The Cable.
"You need to listen to what Russian leaders themselves are saying. They say ‘We are not Libya, we are not Egypt, Russia will not go down this road,'" Saakashvili said. "I've heard that from other leaders before. I heard it from Soviet leaders. And once you start saying those things it becomes a self-fulfilling prophecy, and then you start to do certain things and to not allow certain things, and those are exactly the kind of actions that promote further sliding down this road [toward losing power]."
Not only is Russia denying the desires of its own people by suppressing protests and real democracy, it is now leading the opposition to the wave of popular revolutions that the world witnessed over the past year, said the Georgian president, who fought a five-day war with Russia in 2008. The latest and greatest example, he said, is Russia's support for the brutal Syrian regime led by President Bashar al-Assad.
"Syria stands as a symbol," Saakashvili said. "[The Russians] fully identify themselves with Libya but they thought that in Libya they were a fooled into action. And now with Syria they think that if Syria falls, it's the last bastion before Moscow. And this is exactly the kind of attitude that will bring problems closer home to Moscow. It's not going to help Syria in any way, but it's certainly damaging Russia a lot."
The anticipated return of Vladimir Putin to the presidency later this year is significant because his term will be marked by opposition to real reform both inside and outside Russia, Saakashvili said.
"Unlike Westerners who think in terms of superficial symbols that he's returning, the middle class in Moscow knew that he never went away," said Saakashvili. "It's not about returning Putin to the presidency, it's about what he said. And what he said was ‘I'm returning because I should stop any attempt to reform and crack down on any mode of reform,' and that's what the middle class in Russia heard."
U.S. engagement with Moscow is useful and efforts to continue the "reset" policy should continue, but all the signals from Russia indicate that it is returning to a pre-reset policy, the Georgian president added. He made the case that Russia showed real flexibility during its drive to get into the World Trade Organization in 2011, but now that it has achieved that goal, its attitude has reverted to one of confrontation.
One example is Russia's constantly stoking the rumor that the United States is planning to deploy missile defense elements to Georgia, something Saakashvili said simply isn't true.
"Vladimir Putin is talking about this all the time. Either he is strongly misguided or he's looking for reasons to say nasty things," he said.
Just minutes before his interview with The Cable, speaking in front of a packed audience in the sparkling new auditorium of the United States Institute of Peace headquarters in Washington, Saakashvili contrasted the reactions of Russia and Turkey to the Arab Spring.
"Two radical different attitudes have emerged, offered by two specific regional powers. On one hand, the Russian Federation reacted with outrage and panic to the Arab Spring and tries to do anything they can to prevent any international support to the democracy movements anywhere. On the other hand, Turkey asserts itself as the model for the post revolutionary countries," he said.
"On the one hand, the government of Vladimir Putin desperately tries to hold back the progress of history. On the other hand, the government of Prime Minister [Recep Tayyip] Erdogan tries to embrace the revolutions of the world. Two very different prime ministers," he said. "It's not a coincidence that Russian influence is decreasing while Turkish leadership is growing in the region every day."
Saakashvili also talked about Georgia's struggles following its separation from the Soviet empire, and the lessons he might offer to new governments undergoing similar difficulties.
"Georgia's experience does not provide a transferable model for many countries that have known or will sooner or later know progressive uprising. There was no freedom textbook for us, and no textbook for our friends was ever written. The real revolution occurs after the cameras from CNN, BBC, and the others have left the country. It consists of the long and difficult process of reform that follows," he said.
"This is a lesson and a message of hope. There is no future for global powers playing against the will of their own people."
The Cable also asked Saakashvili for his opinion of actor Andy Garcia's portrayal of him in the movie Five Days of War, the 2011 film about the Russian-Georgian conflict.
"I only saw parts of it, but what I know is that my English was a little better than his and that was very reassuring," he said.

On Thursday, the Senate Banking Committee will officially start work on a new sanctions bill against Iran, and senators are set to add even more sanctions to the bill as it goes through the legislative process -- including measures that directly target President Mahmoud Ahmadinejad and Supreme Leader Ayatollah Ali Khamenei.
The Banking Committee will mark up the Johnson-Shelby Iran Sanctions, Accountability and Human Rights Act of 2012, named after committee heads Sens. Tim Johnson (D-SD) and Richard Shelby (R-AL), who will lead Thursday's proceedings. The bill will pile on more punitive measures against Iran's energy, shipping, and mining sectors, while punishing a broader range of Iranian government officials for their involvement in human rights violations.
President Barack Obama's administration is still working to implement the last round of Iran sanctions that was signed into law, which included the Menendez-Kirk sanctions on the Central Bank of Iran that were added to the defense authorization bill in December by a 100-0 vote. But the Senate has no intention of giving the administration a breather, and Thursday's mark-up is the beginning of a new and aggressive push to tighten the noose on Tehran and further damage the Iranian economy.
"Iran's continuing defiance of its international legal obligations and refusal to come clean on its nuclear program underscore the need to further isolate Iran and its leaders," Johnson said in statement about the bill.
The bill would sanction anyone who provides Iran with equipment or technology that facilitates censorship or the suppression of human rights, including weapons, rubber bullets, tear gas, and other riot control equipment -- as well as jamming, monitoring, and surveillance equipment. It also calls on the administration to develop a more robust Internet freedom strategy for Iran and speed related assistance to pro-democracy activists in the country.
The legislation would also formally establish that U.S. policy is intended to prevent Iran from obtaining a nuclear weapon, and would require the administration to report extensively and repeatedly on its efforts to increase diplomatic and financial pressure on the Iranian regime.
Johnson and Shelby's bill expands sanctions to cover companies involved in joint ventures with Iran that aid the country's energy sector, targets any Iranian joint ventures involving uranium mining, authorizes the administration to target corporate executives of sanctioned firms, and requires U.S. companies to report to the SEC business they have with any Iranian firms that could fall under sanctions.
The Banking Committee bill is a scaled-down version of the Iran, Syria, North Korea Sanctions Consolidation Act, sponsored by Sens. Robert Menendez (D-NJ), Jon Kyl (R-AZ), Joe Lieberman (I-CT), Mark Kirk (R-IL), Kirsten Gillibrand (D-NY), Bob Casey (D-PA), and Scott Brown (R-MA). The Syria and North Korea provisions in that bill were left out of the Banking Committee's version so there wouldn't be any jurisdictional confusion between the Banking Committee and the Foreign Relations Committee.
Several senators are set to offer amendments on Thursday to strengthen the Johnson-Shelby bill even further. Although negotiations are still ongoing, a list of the amendments in the queue as of Wednesday afternoon was obtained by The Cable.
Among the amendments that could be considered in committee on Thursday is an amendment by Menendez, offered on behalf of himself and Kirk (who is in Chicago recovering from a stroke) that would impose immigration restrictions on Ahmadinejad, Khamenei, and a host of other senior Iranian government officials. The amendment would also trigger visa restrictions on Ahmadinejad and Khamenei, although those restrictions could be waived for U.N. meetings in New York.
A separate amendment by Menendez and Sen. Roger Wicker (R-MS), also offered on behalf of Kirk, would sanction banks with officers on the board of the Society for Worldwide Interbank Financial Telecommunications (SWIFT), the organization that handles the bulk of international electronic bank transfers, if SWIFT doesn't stop processing transactions for Iranian banks.
Another Menendez amendment would require the Treasury Department to determine whether the Iranian National Oil Company and the Iranian National Tanker Company are tied to the Islamic Revolutionary Guard Corps. If they are, those two companies would then be sanctioned as well, which could wreak further havoc on Iran's economy.
"This is a reminder that there are still more stones left unturned and there are still more ways to increase the pressure on an already extraordinarily pressured Iranian economy," a senior Senate aide told The Cable. "In bipartisan fashion, the Senate is moving to do just that."

Both leaders of the Senate Armed Services Committee told The Cable that $1.3 billion of annual U.S. aid to the Egyptian military is in real jeopardy due to the Egyptian government's harassment of American NGO workers.
Committee chairman Carl Levin (D-MI) and ranking Republican John McCain (R-AZ) both said on Tuesday that a withholding of military aid to Egypt was now on the table due to the Egyptian military's role in the Dec. 29 raids on several NGO groups in Cairo, including three U.S. government-funded organizations: the International Republican Institute (IRI), the National Democratic Institute (NDI), and Freedom House.
The anger in Washington at the Egyptian government reached a boiling point this week when it was revealed on Jan. 26 that U.S. Transportation Secretary Ray LaHood's son Sam LaHood, the head of IRI's Cairo office, had been barred from leaving Egypt by the government, along with five other U.S. citizens.
The issue has already led to a divorce between the Egyptian government and its Washington lobbyists. The lobbyists said they dumped the Egyptian government over the NGO issue, while the Egyptian embassy claimed it dumped the lobbyists in order to save money.
Both Levin and McCain are set to meet with a visiting delegation of high-level Egyptian military officers next week in Washington, and they both said they will deliver the message that U.S. military aid to Egypt is tied to this issue.
"They should know that this action on their part jeopardizes a normal relationship between us," Levin said in a brief interview on his way out of the Democratic caucus lunch. "They know that, and that includes the impact it could have on aid."
McCain, who happens to be the chairman of the board of IRI, said in his own after-lunch interview that U.S. military aid to Egypt is "certainly a topic that [the Egyptians] have put on the table."
"It's hard to believe. IRI and NDI worked throughout Eastern Europe after the fall of the Soviet Union and we helped them with democracy. They're like mechanics. They come in and tell you how to organize voters, how party registration works, and that kind of stuff. They're not advocates of anybody," McCain said.
McCain has been exchanging letters with his contacts in Egypt but there's been no progress yet, he said. "I've known [SCAF leader Field Marshal Mohamed Hussein] Tantawi for years, and many of the other members of the Egyptian military. It's one of the few benefits of old age," he said.
Freedom House put out a fact sheet on Tuesday, written by its manager of congressional affairs, Sarah Trister, which argues Egypt has not met the legal obligations for receiving the $1.3 billion in U.S. military aid this year.
"Per the FY 2012 State and Foreign Operations Bill, before the administration can release the $1.3 billion in military aid for Egypt, it must certify that the government of Egypt is ‘supporting the transition to civilian government including holding free and fair elections; implementing policies to protect freedom of expression, association, and religion, and due process of law.' At this point, it is clear these conditions are not being met," Trister wrote.
Moreover, the Freedom House fact sheet made the case that Egypt should not receive the $300 million it receives from the United States in economic and social assistance, mainly because this money goes through the Ministry for International Cooperation, which is led by the Egyptian official believed to be driving the NGO harassment: Fayza Abul-Naga.
"The ministry that receives this funding, the Ministry for Planning and International Cooperation, is headed by a Mubarak holdover who has been directing the assault against civil society," Trister wrote, referring to Abul-Naga.
Reuters reported Tuesday that the Egyptian Justice Ministry sent back a letter from the U.S. embassy requesting the Americans trapped in Cairo be allowed to leave.
The Washington Post ran an editorial on Tuesday criticizing the Egyptian military delegation for being tone deaf to the seriousness of the crisis, and calling on President Barack Obama's administration to use the military aid as leverage.
"The generals regard this funding as an entitlement, linked to the country's peace treaty with Israel. They appear to believe that Washington will not dare to cut them off, even if Americans seeking to promote democracy in Egypt are made the object of xenophobic slanders and threatened with imprisonment," the editorial said.
"Preserving the alliance with Egypt, and maintaining good relations with its military, is an important U.S. interest. But the Obama administration must be prepared to take an uncompromising stand. If the campaign against U.S., European and Egyptian NGOs is not ended, military aid must be suspended."

President Barack Obama's administration is working on the details of how it will implement crippling new sanctions against Iran, and the two senators who wrote the legislation warned the White House today not to water down the measures.
"We understand that the administration is drafting rules to guide the implementation of the law and we hereby seek to convey the legislative intent underlying certain terms and phrases in the amendment and to ensure that the positive developments that have occurred as a result of the amendment are buttressed by the administrative rules," wrote Sens. Robert Menendez (D-NJ) and Mark Kirk (R-IL) in a letter today to Treasury Secretary Timothy Geithner, who traveled personally to Japan and China this month to discuss the issue.
The State Department has sent teams to several countries urging them to comply with the new measures imposed by the Menendez-Kirk amendment, but the administration's recent enthusiasm for the sanctions is at odds with their attempts to water down the sanctions language while it was going through Congress. The law would punish any country or bank that does business with the Central Bank of Iran (CBI), or with Iran's state-controlled oil sector.
That's why Kirk and Menendez, along with their allies, are now worried that the Obama administration will try to implement the rules in such a way that will allow some countries that refuse to stop doing business with Iran to wiggle off the hook, by delaying implementation for months or claiming that other countries' adherence is more robust than it really is.
Obama, for his part, has hailed his administration's success in establishing a broad-based coalition aimed at isolating Iran.
"When I came into office, what we had was a situation in which the world was divided, Iran was unified, it was on the move in the region. And because of effective diplomacy, unprecedented pressure with respect to sanctions, our ability to get countries like Russia and China -- that had previously balked at any serious pressure on Iran -- to work with us, Iran now faces a unified world community, Iran is isolated, its standing in the region is diminished. It is feeling enormous economic pressure," the president told Time in an interview released today.
The Menendez-Kirk letter list several concerns about the forthcoming rules, which could be unveiled as early as next week. Their two main worries are that the administration will allow countries to avoid being penalized by saying they have achieved "significant reductions" in their dealing with Iran, and that Obama will postpone implementation of the sanctions on national security grounds.
The implementation rules will define exactly what the term "significant reductions" means. Menendez and Kirk want the administration to use the same definition as was used for the last round of Iran sanctions, as dictated by the Comprehensive Iran Sanction, Accountability, and Divestment Act of 2010 (CISADA), to avoid any confusion.
"To ascribe more variable terminology to the definition of ‘significantly reduced' would diminish the ability of countries to understand and comply with the amendment," the senators wrote. "An unevenly applied interpretation would also call into question the seriousness of the sanctions policy and send mixed signals to both Iran and our allies."
The senators' other main concern is that Obama will avail himself of the "national security waiver" found in the law to postpone implementing the new sanctions altogether for another 120 days. If he doesn't invoke this waiver, sanctions against countries that do business with the CBI could take hold Feb. 29. If Obama uses the waiver, he won't have to sanction any countries until late June, which tracks with the timeline the law specifies for the imposition of the oil-related sanctions.
The senators also don't think Obama should be able to waive all the sanctions with one stroke of the pen. They want him to have to waive sanctions for each country on a case-by-case basis. That's one of the things the forthcoming rules will address.
"We would welcome an opportunity to discuss these points with you prior to the publication of the final rule for the Menendez-Kirk amendment," the senators wrote -- a nice way to complain to the administration that they are not being properly consulted.
A senior Senate aide who works on the issue was more direct with The Cable.
"There's been little to no consultation or communication on this rule," the aide said. "There is growing concern that the administration may be moving toward a broad and non-specific definition for ‘significant reduction,' and the intention of the authors is that every bank that is in violation of the law would need its own national security waiver in order for the president to exempt them."
The actual rule writing is done at Treasury's Office of Foreign Assets Control (OFAC), run by Adam Szubin.
"The administration is hard at work drafting the regulations implementing the legislation. We are already using this law, in concert with our other efforts, to reduce Iran's access to oil revenue, both by working with our partners to significantly reduce their imports of Iranian crude and by impeding the CBI's ability to receive payment for whatever oil Iran is able to sell," a Treasury Department spokesman told The Cable. The Chinese people are increasingly frustrated with the Chinese Communist Party and the political situation in China is "very, very delicate," U.S. Ambassador to China Gary Locke said on Wednesday.
"I do believe that there is a power of the people, and there is a growing frustration among the people over the operations of government, corruption, lack of transparency, and issues that affect the Chinese people on a daily basis that they feel are being neglected," Locke told NPR's Steve Inskeep during a Wednesday interview, part of a media blitz Locke is conducting during his visit to Washington.
"Do you think that the situation is fundamentally stable in China right now?" Inskeep asked Locke.
"I think, very delicate -- very, very delicate," Locke responded. "But there were calls earlier this year for a Jasmine Revolution and nothing came of it. I think it would take something very significant, internal to China, to cause any type of major upheaval."
Locke said that since he took over the ambassadorship from former GOP presidential candidate Jon Huntsman, he has become aware of public demonstrations large and small throughout China that ordinary people were using to pressure the government to address their grievances. He singled out a recent protest in the southern Chinese city of Wukan over the confiscation of land without reasonable compensation.
"[The people] basically prevented anybody from the outside from coming in and brought the city to a halt and forced the Chinese government communist leaders to send people to address their grievances," Locke said.
The discord inside China is partly a result of the income and wealth disparity between China's growing middle class and the masses of poor, rural residents, Locke said. He also said the Chinese government's human rights record was worsening.
"[I]t's very clear that in the run up to the 2008 Beijing Olympics and since then, there's been a greater intolerance of dissent -- and the human rights record of China has been going in the wrong direction," said Locke.
Asked for comment at today's State Department press briefing, spokeswoman Victoria Nuland backed up Locke's comments on human rights and the rule of law in China.
"[Locke] obviously speaks for the administration in expressing continued concern that we seem to have an increasing trend of crackdowns, forced disappearances, extralegal detentions, arrests and convictions of human rights activists, lawyers, religious leaders, ethnic minorities in China," she said.
But Nuland declined to repeat Locke's assertion that the Chinese government was potentially unstable.
"I think our message to the Chinese government on these issues is the same message that we give around the world when we have human rights concerns, that governments are stronger when they protect the human rights of their people and when they allow for peaceful dissent," she said.

The State Department shot back at the Russian government today following an attack on the new U.S. ambassador to Moscow, Mike McFaul, in the Russian state-owned media.
"The fact is that McFaul is not an expert on Russia. He is a specialist in a particular pure democracy promotion," read a report published on Tuesday on Russia 1, the television channel that is run by the All-Russia State Television and Radio Broadcasting Company (VGTRK).
The Russian state television report also criticized President Barack Obama for appointing McFaul because he is not a career diplomat and accused him of having an agenda of supporting Russian opposition groups in an attempt to destabilize the Russian government.
"This is the second case of the violation of this tradition over the past 30 years. A first exception was [former U.S. envoy to Russia] Bob Strauss, appointed by [former President George H.W.] Bush, which, again, was meant to serve the collapse of the Soviet Union," the report said.
In response to a question at today's briefing posed by The Cable, State Department spokeswoman Victoria Nuland backed up McFaul and said that he isn't going anywhere and isn't going to stop meeting with civil society and democracy activists in Russia, as he did over the weekend.
"With regard to Ambassador McFaul, as the Russian Federation knows very well ... he is one of the U.S. government's top experts on Russia. He was, and remains, a key architect of the president's ‘reset' policy," Nuland said.
"He is obviously going to do his job, which is to continue to look for opportunities to cooperate strongly with the government in our mutual interest, but also to speak out clearly and meet with a broad cross section of Russians, including those Russians who are hopeful that their country will move in an increasingly democratic direction," Nuland added. "So he will continue to do that."
McFaul's meetings with activists just happened to coincide with a visit to Moscow by Deputy Secretary of State Bill Burns, who commented extensively on Russia's incomplete transition to democracy in an interview with the Russian newspaper Kommersant.
"It is very important for people to be able to continue to express their concerns and their views openly and peacefully. We will continue to support Russians inside and outside the government who stand for transparency and accountability. That's deeply in Russia's self-interest," Burns said.
"I would stress that we have no interest -- zero interest -- in interfering in Russian politics.... Nor do we seek to offer lectures to Russians or preach to them about democracy. I know from my own experience how unenthusiastic Russians are about such lectures. What we can do, and what we will continue to do, openly and unapologetically, is to support universal human rights, to support the evolution of the rule of law and democratic institutions, to support Russia's continuing political and economic modernization."

As the violence in Syria spirals out of control, top officials in President Barack Obama's administration are quietly preparing options for how to assist the Syrian opposition, including gaming out the unlikely option of setting up a no-fly zone in Syria and preparing for another major diplomatic initiative.
Critics on Capitol Hill accuse the Obama administration of being slow to react to the quickening deterioration of the security situation in Syria, where more than 5,000 people have died, according to the U.N. High Commissioner for Human Rights. Many lawmakers say the White House is once again "leading from behind," while the Turks, the French, and the Arab League -- which sent an observer mission to Syria this week -- pursue more aggressive strategies for pressuring the Assad regime. But U.S. officials insist that they are moving cautiously to avoid destabilizing Syria further, and to make sure they know as much as possible about the country's complex dynamics before getting more involved.
The administration does see the status quo in Syria as unsustainable. Bashar al-Assad's regime is a "dead man walking," State Department official Fred Hof said this month. Now, the administration is ramping up its policymaking machinery on the issue after several weeks of having no top-level administration meetings to discuss the Syria crisis. The National Security Council (NSC) has begun an informal, quiet interagency process to create and collect options for aiding the Syrian opposition, two administration officials confirmed to The Cable.
The process, led by NSC Senior Director Steve Simon, involves only a few select officials from State, Defense, Treasury, and other relevant agencies. The group is unusually small, presumably to prevent media leaks, and the administration is not using the normal process of Interagency Policy Committee, Deputies Committee, or Principals Committee meetings, the officials said. (Another key official inside the discussions is Hof, who is leading the interactions with Syrian opposition leaders and U.S. allies.)
The options under consideration include establishing a humanitarian corridor or safe zone for civilians in Syria along the Turkish border, extending humanitarian aid to the Syrian rebels, providing medical aid to Syrian clinics, engaging more with the external and internal opposition, forming an international contact group, or appointing a special coordinator for working with the Syrian opposition (as was done in Libya), according to the two officials, both of whom are familiar with the discussions but not in attendance at the meetings.
"The interagency is now looking at options for Syria, but it's still at the preliminary stage," one official said. "There are many people in the administration that realize the status quo is unsustainable and there is an internal recognition that existing financial sanctions are not going to bring down the Syrian regime in the near future."
After imposing several rounds of financial sanctions on Syrian regime leaders, the focus is now shifting to assisting the opposition directly. The interagency process is still ongoing and the NSC has tasked State and DOD to present options in the near future, but nothing has been decided, said the officials -- one of whom told The Cable that the administration was being intentionally careful out of concern about what comes next in Syria.
"Due to the incredible and far-reaching ramifications of the Syrian problem set, people are being very cautious," the official said. "The criticism could be we're not doing enough to change the status quo because we're leading from behind. But the reason we are being so cautious is because when you look at the possible ramifications, it's mindboggling."
A power vacuum in the country, loose weapons of mass destruction, a refugee crisis, and unrest across the region are just a few of the problems that could attend the collapse of the Assad regime, the official said.
"This isn't Libya. What happens in Libya stays in Libya, but that is not going to happen in Syria. The stakes are higher," the official said. "Right now, we see the risks of moving too fast as higher than the risks of moving too slow."
The option of establishing a humanitarian corridor is seen as extremely unlikely because it would require establishing a no-fly zone over parts of Syria, which would likely involve large-scale attacks on Syrian air defense and military command-and-control systems.
"That's theoretically one of the options, but it's so far out of the realm that no one is thinking about that seriously at the moment," another administration official said.
Although the opposition is decidedly split on the issue, Burhan Ghalioun, the president of the opposition Syrian National Council (SNC), earlier this month called on the international community to enforce a no-fly zone in Syria.
"Our main objective is finding mechanisms to protect civilians and stop the killing machine," said Ghalioun. "We say it is imperative to use forceful measures to force the regime to respect human rights."
Is the U.S. bark worse than its bite?
Rhetorically, the administration has been active in calling for Assad to step aside and emphasizing the rights of Syrian protesters, despite the lack of clear policy to achieve either result. "The United States continues to believe that the only way to bring about the change that the Syrian people deserve is for Bashar al-Assad to leave power," White House spokesman Jay Carney said on Dec. 21.
On Tuesday, Dec. 27, the administration hinted at stronger action if the Syrian government doesn't let the Arab League monitors do their work. "If the Syrian regime continues to resist and disregard Arab League efforts, the international community will consider other means to protect Syrian civilians," State Department spokesman Mark Toner said in a statement.
The SNC, the primary organization representing the opposition, has been very clear that it is seeking more than rhetorical support from the United States and the international community. An extensive policy paper titled, "Safe Area for Syria," edited by SNC member Ausama Monajed, laid out the argument for armed intervention by the international community to aid Syrian civilians.
"The Syrian National Council (SNC) is entering a critical phase in the Syrian revolution whereby the hope of a continued campaign of passive resistance to an exceptionally brutal and unrestrained regime is becoming more and more akin to a suicide pact," the paper stated.
But Washington is uncomfortable acting in concert with the SNC: Officials say there is a lack of confidence that the SNC, which is strongly influenced by expatriate Syrians, has the full support of the internal opposition. U.S. officials are also wary of supporting the Syria Free Army, made up of Syrian military defectors and armed locals, as they do not want to be seen as becoming militarily engaged against the regime -- a story line they fear that Assad could use for his own propaganda, officials said.
There is also some internal bureaucratic wrangling at play. This summer, when the issue of sending emergency medical equipment into Syria came up in a formal interagency meeting, disputes over jurisdiction stalled progress on the discussion, officials told The Cable. No medical aid was sent.
For now, the administration is content to let the Arab League monitoring mission play out and await its Jan. 20 report. The officials said that the administration hopes to use the report to begin a new diplomatic initiative in late January at the U.N. Security Council to condemn Assad and authorize direct assistance to the opposition.
The officials acknowledged that this new initiative could fail due to Russian support for the Assad regime. If that occurs, the administration would work with its allies such as France and Turkey to establish their own justification for non-military humanitarian intervention in Syria, based on evidence from the Arab League report and other independent reporting on Assad's human rights abuses. This process could take weeks, however, meaning that material assistance from the United States to the Syrian opposition probably wouldn't flow at least until late February or early March. Between now and then, hundreds or even thousands more could be killed.
There is also disagreement within the administration about whether the Arab League observer mission is credible and objective.
"This is an Arab issue right now, and the Arab League is really showing initiative for the first time in a long time," said one administration official.
"[The Arab League monitoring mission] is all Kabuki theatre," said another administration official who does not work directly on Syria. "We're intentionally setting the bar too high [for intervention] as means of maintaining the status quo, which is to do nothing."
Andrew Tabler, a fellow at the Washington Institute for Near East Policy, said that the administration was caught offguard by how the opposition became militarized so quickly. The administration's message had been to urge the opposition to remain peaceful, but that ship has now sailed, he said.
"We have a pretty strong policy of not engaging the Syria Free Army directly, because earlier it was agreed that peaceful protesters had the moral high ground over the regime and were more able to encourage defections," he said. "But there was no clear light at the end of that peaceful protest strategy. We assumed, incorrectly, that the civil resistance strategies used in Egypt and Tunisia were being adopted by the Syrian opposition, but that didn't happen."
Most experts in Washington have a deep skepticism toward the Arab League monitoring mission. For one thing, it is led by a Sudanese general who has been accused of founding the Arab militias that wreaked havoc in Darfur. Also, many doubt that 150 monitors that will eventually be in Syria can cover the vast number of protests and monitor such a large country.
The Assad regime has also been accused of subverting the monitoring mission by moving political prisoners to military sites that are off-limits to monitors, repositioning tanks away from cities only when monitors are present, and having soldiers pose as police to downplay the military's role in cracking down on the protesters.
"It seems awfully risky for the U.S. to be putting its chips all in on that mission," said Tony Badran, a research fellow with the conservative Foundation for Defense of Democracies. "There never was a serious mechanism for it to be a strong initiative."
Badran said that the Arab League monitoring mission just gives the Assad regime time and space to maneuver, and provides Russia with another excuse to delay international action on Syria.
"Now you understand why the Russians pushed the Syrians to accept the monitors," he said. "It allows the Syrians to delay the emergence of consensus."
Brian Katulis, a senior fellow at the Center for American Progress, said the administration is trying to balance the value of protecting civilians with the interests of trying to ensure a measure of stability in Syria.
"The biggest thing is extensive consultation with as many international allies as possible. That's another feature of this administration," said Katulis. "And when change does come to Syria, the Syrians have to own it."

Egypt's ruling Supreme Council of the Armed Forces is returning to "Mubarak-era tactics of repression," and the U.S. government should condition military funding to Egypt on such repression ending, a bipartisan group of Egypt experts said today.
"Nearly ten months since the start of the Egyptian revolution, the Supreme Council of the Armed Forces (SCAF) has yet to take basic steps towards establishing a human rights-respecting, democratic, civilian government," reads a Nov. 17 statement by the Working Group on Egypt, given exclusively to The Cable. "On the contrary, in many areas Egypt is witnessing a continuation or return of Mubarak-era tactics of repression, as well as increasingly obvious efforts by SCAF to extend and even increase its own power in the government well beyond the scheduled parliamentary elections."
The Egypt Working Group, made up of prominent former officials and think tankers from both sides of the aisle, was one of the key voices in the Washington foreign policy community in the lead up to the overthrow of Hosni Mubarak earlier this year. The group has long advocated pressing Egypt to quicken progress toward democratic reform and respect for human rights.
Members of the working group include former NSC Middle East official Elliott Abrams, the Carnegie Endowment's Michele Dunne, Human Rights Watch's Washington director Tom Malinowski, the Center for American Progress's Brian Katulis, Brookings' Robert Kagan, Foreign Policy Initiative's Ellen Bork, the Project on Middle East Democracy's Steve McInerney, the Washington Institute for Near East Policy's Robert Satloff, and others.
The group wrote that -- in addition to repressive policies used against protesters, journalists, and Egyptian minority groups -- the SCAF is also resisting calls to schedule a presidential election and is attempting to retain executive power throughout the drafting of the Egyptian Constitution.
"These policies risk placing Egypt's rulers in conflict with its people once again -- an outcome that would be terrible for Egypt and for the United States. The U.S. should make clear its support for a genuine democratic transition that will require an end to military rule in Egypt, and use all the leverage it has to encourage this goal, including the placing of conditions on future aid to the Egyptian military," the group wrote.
Their view is at odds with that of the head the State Department's new office on Middle East Transitions, William Taylor, who said Nov. 3 that he became convinced on a recent trip to Egypt that the SCAF is eager to get out of the governing business and hand over executive power as soon as possible.
"[The SCAF] wanted to make it very clear to this American sitting on the other side of the table that they didn't like the governing business," Taylor said. "I do believe that they are uncomfortable governing. Some would say they're not doing a great job of it. "

Russia has threatened the Obama administration that it will end cooperation on Iran and prevent the transfer of material to Afghanistan if Congress passes a law criticizing Russian human rights practices.
The White House argues that the U.S.-Russian "reset" of relations has had three positive results: the New START nuclear reductions treaty, Moscow's cooperation in sanctioning Iran, and approval (for a price) for U.S. military goods to transit Russian territory on the way to Afghanistan. But Russia is now using two of those three points as leverage to pressure the administration to get Congress not to pass a bill that would ban visas for Russian officials implicated in human rights crimes.
The legislation, called the Sergei Magnitsky Rule of Law Accountability Act of 2011, is named after the anti-corruption lawyer who was tortured and died in a Russian prison in 2009. The bill targets his captors, as well as any other Russian officials "responsible for extrajudicial killings, torture, or other gross violations of human rights."
The administration admitted the Russian threats in its official comments on the bill, obtained by the The Cable.
"Senior Russian government officials have warned us that they will respond asymmetrically if legislation passes," the document stated. "Their argument is that we cannot expect them to be our partner in supporting sanctions against countries like Iran, North Korea, and Libya, and sanction them at the same time. Russian officials have said that other areas of bilateral cooperation, including on transit Afghanistan, could be jeopardized if this legislation passes."
"The Russian Duma has already proposed legislation that would institute similar travel bans and asset freezes for U.S. officials whose actions Russia deems in violations of the rights of Russian citizens arrested abroad and brought to the United States for trial," the administration said. "We have no way to judge the scope of these actions, but note that other U.S. national security interests will be affected by the passage of the S. 1039."
The Washington Post first reported the existence of the administration's comments today and led with the news that the State Department has quietly put Russian officials connected with the Magnitsky killing on a visa blacklist.
The blacklist appears to be a way for the administration to preempt further legislation. "Secretary Clinton has taken steps to ban individuals associated with the wrongful death of Sergey Magnitskiy from traveling to the United States. The Administration, therefore, does not see the need for this additional legislation," the administration said in its comments.
But in fact, the current bill no longer just includes officials connected to the Magnitsky case. The Senate version of the bill includes officials connected to a range of human rights cases in Russia, including the case of Mikhail Khodorkovsky, an imprisoned Russian dissident.
The main sponsor of the Senate bill, Sen. Ben Cardin (D-MD), said in an interview today with The Cable that he was now working to address the administration's concerns and he was not sure when the bill would see a committee markup or floor consideration.
"I'm working with the administration, working with the committee, and working with my fellow senators to determine how to proceed," he said. "Two things can change strategy: One is what happens in Russia, one is what happens in the State Department. Both are fluid at this point."
Meanwhile, the administration has another problem with the reset -- it must find a way to get Congress to repeal the 1974 "Jackson-Vanik" law, which was imposed to penalize the Soviet Union for its treatment of Jewish emigrants. That law stands in the way of designating Russia Permanent Normal Trade Relations (PNTR) status, which is part of Moscow's bid to join the WTO.
NSC Senior Director for Russia Mike McFaul, the administration's nominee for ambassador to Moscow, told The New Republic last month that he was open to the idea of some new law to pressure Russia on human rights as a replacement for Jackson-Vanik.
"Jackson-Vanik is an outdated mechanism," he said. "Let's have an updated mechanism that is more appropriate for 2011."
It's extremely doubtful that the GOP-led House would grant Russia PNTR status no matter what, meaning that the Magnitsky Act's value as a bargaining chip may be minimal. Either way, it's clear that the Obama administration places great value on maintaining the gains of the reset and doesn't want anything to get in the way.
"One of the core foreign policy objectives when we came into office was the Russia reset," Deputy National Security Advisor Ben Rhodes told reporters in May."It has been one of the most productive relationships for the United States."

The House Foreign Affairs Committee just spent two full days and nights marking up a State Department and foreign operations authorization bill in an effort that the committee's ranking Democrat says was a "waste of time" for a bill that has no chance of becoming law.
"There's no doubt that this was a bad bill as it started, and even though we knew it could get worse, we could not imagine it would get as bad as it did," Rep. Howard Berman (D-CA), said in a Friday interview with The Cable.
Berman said that the original draft of the bill, which included sweeping restrictions on foreign aid to countries around the world, was bad enough. But the over 100 amendments introduced by GOP congressmen sent an even more harmful signal to the world, he said -- namely, that the United States wanted to disengage from international forums and punish countries that don't always agree with the U.S. government.
"The thinking [on the GOP side] is, ‘something happens I don't like, and the way to deal with it is I throw a tantrum.' It's a series of tantrums," Berman said. "It's an absence of a notion between what we're doing and what the consequences of what we're doing are. It's operating from a gut instinct and them not using their heads."
What's more, since the bill has so many provisions and amendments that would undo the Obama administration's foreign policy, it's destined to fail in the Democrat-led Senate, much less be signed by the president.
"This bill's never going to be law. We spent from morning until late night, two straight days and hundreds of hours surrounding that markup, dealing with amendments and language on something that will have no impact on U.S. foreign policy because it will never come close to becoming law," Berman said.
He compared it to his time as a student in the Young Democrats movement in college, when the group would have spirited policy debates and issue resolutions just for the sake of theater and practice. "At the end of the day it was just a piece of paper, and that's what this is," he said.
But unlike the Young Democrats of the 1960s, the HFAC markup in 2011 does have a real and negative effect on U.S. power and influence, Berman said, because those watching the debate assume it has real implications.
"It was a waste of time, but people around the world in other countries and other governments don't know that it's a total waste of time and will never become law and they think this is where U.S. policy is heading and they are going to react," he said.
"So even the act of doing this hurt American interests, because it creates anger and hostility and makes all the things we need to do more difficult."
Berman highlighted an amendment to the bill sponsored by Western Hemisphere subcommittee chairman Connie Mack (R-FL) that would withdraw all U.S. contributions to the Organization of American States, calling it a "very extreme position."
Berman also criticized another amendment that would prohibit assistance to countries that vote against America at the United Nations a majority of the time on any and all votes, pointing out that amendment would prevent the United States from sending aid to Jordan -- despite the fact that Jordan is among the most pro-Western Arab countries and a supporter of Middle East peace.
"Passing an amendment to prohibits any assistance in any country where any government votes against us at the U.N. more than 50 percent of the time... whose interest is that serving?" Berman said.
The U.N. amendment would also make aid to Pakistan would be impossible because Pakistan would fall into that category. But Berman pointed out that directly contradicted the committee's message when the committee voted39-5 not to cut off all assistance to Pakistan, rejecting an amendment by Rep. Dana Rohrabacher.
"Faced with an opportunity to cut off all economic aid to Pakistan, they rejected it on an overwhelmingly vote. But in three other amendments that the majority supported, they cut off all aid to Pakistan," he said.
The bill also would impose a ban on funding for international organizations that offer abortion counseling to clients, a version of what's known as the Mexico City Policy. Berman called it the "Mexico City Policy on steroids," because it does not allow exemptions for HIV/AIDS funding.
Some of the bill's provisions that Berman thought most counterproductive were more local. For example, the bill would eliminate USAID's new budget office.
"We want a more efficient and focused development assistance, we want better controls, so let's make sure that the agency that's in charge of this can't function," said Berman, characterizing the provision as "going back to the goal of incapacitating USAID."
A spokesman for HFAC Chairwoman Ileana Ros-Lehtinen (R-FL) said she was unavailable for an interview on Friday due to her travel schedule.

The State Department is engaged in an intensive effort to convince Sen. John Cornyn (R-TX) to lift his hold on the nomination of Bill Burns as deputy secretary of state, but Cornyn is demanding the administration clarify its policy on Taiwan arms sales before he'll do so.
Cornyn's hold on Burns's nomination has been in place since June 23, and it doesn't look like he will remove it any time soon. Cornyn likes Burns personally, his staff told The Cable, and he thinks Burns is right for the job, but Cornyn is using his power to hold up the nomination as leverage to force the Obama administration to do two things: release a long overdue report on Taiwan's air power capabilities to Congress, and finally acknowledge the Taiwan government's letter of request to buy 66 F-16 fighter planes from the United States.
"My primary concern is that the Obama Administration has allowed China to basically wield a veto over a U.S. arms sale that is in our national security interests, and I am troubled by the precedent this might set for the future of U.S.-China relations," Cornyn told The Cable. "It is outrageous, but not surprising that they are blocking a trade deal that supports many high-skilled jobs across the nation and would give our stalled economy a much-needed boost."
The F-16 is built by Lockheed Martin and related jobs are spread out over 44 states, but the bulk of the manufacturing and assembly takes place in Texas.
The State Department has been working hard behind the scenes to convince Cornyn to lift his hold. Secretary of State Hillary Clinton has personally engaged Cornyn twice on the issue, once in a phone call and once by approaching him in person at an unrelated event. What's more, the State Department has been calling defense firms to ask them to find projects that could deliver jobs to Texas as a way to compensate Cornyn if the F-16 production line closes due to a lack of orders, according to three sources with direct knowledge of the interactions. One of the options the administration is considering is to offer Taiwan a package of upgrades for their existing fleet of older F-16s, the A and B models, which would provide Texas with a lower amount of jobs.
But Cornyn is not about to lift his hold on Burns in exchange for some Texas defense jobs, his staffer told The Cable in an interview.
"They seem to think we can be bought off with jobs on unrelated issues, but this is not a Texas parochial issue. This is about allowing the Chinese to have a veto over U.S. arms sales to anybody," the staffer said. "That's just unacceptable to let them do that, and that's exactly what's happening."
Congress mandated that the Obama administration issue a report on Taiwan's air power capabilities in the fiscal 2010 defense authorization bill, but that report is now several months late. Cornyn's staffer said that the Pentagon completed the report months ago but that the State Department is holding it up, and the report was last seen sitting on the desk of former Deputy Secretary James Steinberg.
"The State Department refuses to sign off on it," the staffer said. "It's in final form, it's been sitting there since February at the State Department, and they don't intend to sign it any time soon."
At an event at the Heritage Foundation, Cornyn said that Clinton told him she needed three more months before releasing the report, but the secretary didn't explain why. It's possible the administration wants to wait until after Vice President Joe Biden travels to China to meet Chinese Vice President Xi Jinping, who is likely the next leader of the country, next month.
Our administration sources tell us that the State Department is not holding up the report unilaterally. Rather, they say that the administration is waiting to release parts of the report in order to have it be accompanied by a new overall approach to the issue, which they are still finalizing.
These sources also say there is some worry inside the administration that Cornyn will not be satisfied until or unless the administration actually agrees to sell Taiwan the planes.
As for Taiwan's letter of request to buy F-16s, the administration has been playing a game with the Taiwanese -- telling them privately not to submit the letter so the administration wouldn't have to formally reject it and can continue to claim that no official request has been made.
But senators and lobbyists working on the F-16 issue have been pressing the Taiwanese to just go ahead and make the request public in order to place pressure on the administration and force them to declare their position on the arms sales, one way or the other.
"We've been encouraging the Taiwanese to tape it to the front door and walk away, like getting served a subpoena," said a Washington lobbyist who works on the F-16 issue. He said the Taiwanese have been trying to get the United States to accept the letter since 2006.
Cornyn also wants the administration to acknowledge publicly that the Taiwanese want to buy the F-16s, and then make clear either that the United States is willing or unwilling to fulfill that request.
"If you think that selling Taiwan new F-16s is not in our interest, then say it. Stop hiding behind this ‘we haven't received an LOR from Taiwan' argument. We know they have just intimidated them out of submitting it. It's just a farce," the staffer said. "Come clean and stop playing this game."
There's very little chance the Obama administration would move forward with selling F-16s to Taiwan in the first place. The White House delayed the delivery of a $6.2 billion arms package to Taiwan that was left over from the Bush administration until after President Obama visited Beijing in November 2009. But when the delivery finally went through in January 2010, the Chinese went ballistic and cut off military-to-military relations with Washington.
The U.S. government is required by law to provide for the defense of Taiwan under the Taiwan Relations Act, but for years the United States has failed to provide Taiwan with the types of high-end systems that would allow the country to maintain parity with China. Meanwhile, the Chinese continue to stockpile missiles and other weapons on the coast opposite Taiwan.
"We have de facto ceased abiding by the TRA," said Bush administration Pentagon China official Dan Blumenthal. "We are supposed to sell arms to Taiwan based on their objective defense needs. Does Taiwan not need an air force? This started under Bush and has continued under Obama."
Heading into the 2012 presidential election season, Taiwan's friends in Washington, both on the Hill and on K Street, are preparing a new push to elevate the F-16 debate from an insider's policy discussion into a political issue. Their argument will be as much about jobs as U.S. national security: They plan to make the case that if Taiwan doesn't get to buy the F-16, the production line will close and thousands of U.S. workers will be out of a job.
"In the absence of the Taiwan order for 66 F-16s, the coming closing of the F-16 line in Fort Worth, Texas heralds a double hit for the interests of the United States that encompasses the strategic tool that the line represents for US national security interests as well as the essential job skills and manufacturing prowess that the F-16 supply chain and production facility represent for the US economy," said Rupert J. Hammond-Chambers, the president of the U.S. Taiwan Business Council.
The advocates say that without new orders, the F-16 production line will close in October 2013, and new orders for parts will start to peter out as early as the end of this year. They point to a report produced by Lockheed Martin, which makes the F-16, showing a state-by-state breakdown of the thousands of jobs that would be lost if the jet fighter's production line is closed.
"Particularly hard hit are states such as Texas, Florida and Ohio with in excess of 1,000 high paying aerospace jobs per state lost. This will be devastating for communities in these states indeed for all of the 40 plus states in the country whose communities contribute to the production of F-16s," Hammond-Chambers said.
Meanwhile, the Burns nomination remains stalled and the path to a compromise between Cornyn and Clinton remains unclear.
"They want the issue to go away, but we're not going to let it go away," the Cornyn staffer said.
What's more, if Cornyn does lift his hold, that doesn't mean it will be smooth sailing for Burns's nomination. We have confirmed that there is at least one more GOP Senate hold on the Burns nomination due to a separate issue.

Nobel Peace Prize winner Aung San Suu Kyi testified before the U.S. Congress for the first time ever today, via video, and called on the U.S. Congress to take a more active and clear-eyed look at the lack of democratic progress in Burma.
"What I would like to urge is that you look at what is happening in Burma in the light of the United Nations Human Rights Council resolution, the recent one, which came out in March," she said, "This resolution covers all the needs of Burma today, all the political needs, let me say, of Burma today. The requests, the urgings, the demands of this resolution are very much in line with what we in Burma think is needed to start Burma along the genuine process of democratization. So, if you are to consider this resolution very, very closely, and then, if you were to look at the present situation in Burma, you would have a very good idea of how far we are along the path to democracy, if we have started on that path at all."
She referred to the resolution to highlight the issues of political prisoners, freedom of association and information, independence of the judiciary, and the right of the U.N. human rights rapporteur to visit Burma. She called on the U.S. Congress to help ensure that the provisions of the U.N. Human Rights Council resolution are met and that a commission of inquiry into the human rights situation in Burma is established.
"True friends are those who share your values and who understand why you hold onto these values in spite of all the difficulties you have to face," she said. "With the help and support of true friends, I'm sure we will be able to trade the path of democracy, not easily, and perhaps not as quickly as we would like. But surely, and steadily."
In live testimony before the House Foreign Affairs Asia Subcommittee, Aung Din, the executive director of U.S. Campaign for Burma, called on the U.S. government to get tougher with the Burmese regime and enforce sanctions more strictly.
"I support the United States policy of engaging with the regime while maintaining sanctions. But, as I have reminded from the beginning, engagement should have a time frame, clear benchmarks and it should involve an appropriate measure to respond for any development," he said. "However, as of today, the existing sanctions are still not fully implemented yet, the engagement remains open ended, and I don't see any effort by the U.S. government to exercise the pressure in a more effective and well-coordinated way. The regime knows very well how to manipulate the current form of engagement."
Subcommittee Chairman Don Manzullo (R-IL) opened the hearing by noting the lack of progress in U.S.-Burma relations despite the Obama administration's engagement policy.
"Since the Obama Administration began its policy of pragmatic engagement in 2009, U.S. relations with Burma have not changed," he said. "If proponents of pragmatic engagement are correct, then Burmese leaders should recognize this unprecedented opportunity being offered by the Obama Administration and seek to improve relations with the U.S. by demonstrating tangible change. Unfortunately, this is not the case."

Following two days of intensive discussions in Brussels, NATO has agreed to support -- but not command -- operations in Libya. Meanwhile, France has proposed a high-level international "political steering committee" to actually run the war. But does the Obama administration support that idea?
"NATO has now decided to launch an operation to enforce the arms embargo against Libya," NATO Secretary General Anders Fogh Rasmussen said in a statement from Brussels on Tuesday evening. He said U.S. Admiral James Stavridis was activating NATO ships and aircraft to "monitor, report and, if needed, interdict vessels suspected of carrying illegal arms or mercenaries."
NATO has also "completed plans to help enforce the no-fly zone" that will be brought into force "if needed, in a clearly defined manner," to support the effort to protect the Libyan people," Rasmussen said.
Rasmussen didn't say whether NATO would perform the command-and-control function of the no-fly zone, something that Turkey has objected to because the "all necessary measures" language of Security Council Resolution 1973 includes the bombing of Libya. France objected to NATO being in command of the war operations on a day-to-day basis and has now proposed a new "political steering committee," made up of foreign ministers from the United States, European, and Arab states, to oversee the war.
A French diplomat told The Cable that the details of the proposal would be worked out over the next few days. "It was always understood that there would be two stages of operations. The one that started on Saturday and a second phase in which NATO would play a role," the French diplomat said.
French Foreign Minister Alain Juppé announced on Tuesday that the British are in agreement with the proposal but the French government has not said anything about the position of the Obama administration.
So is the Obama administration on board? White House spokesman Tommy Vietor did not respond to a request for comment on the French proposal. Obama spoke with Sarkozy Tuesday and "the two Presidents agreed on the means of using NATO's command structures to support the coalition," the French government said in a read out.
It's not clear how the French steering committee would be in operational control of the war, but the proposal includes that the committee would be in charge of the "strategic decisions" involving military action, the diplomat said.
If enacted, the proposal would allow President Barack Obama to fulfill his pledge to transfer leadership of the war out of American hands within "a matter of days," as he said Monday.
The French position is that the steering committee idea would allow NATO to bring its military capabilities to bear without putting an exclusively Western label on the military intervention. Qaddafi has called the campaign a "colonial crusade" by western nations.
"The only constraint is that we need to keep the Arabs involved," the French diplomat said. "In order to do that we need to use NATO capabilities and we need to [provide so that] Arab countries stay involved."
The NATO meetings on Monday were contentious. The French and German representatives reportedly stormed out of the meeting, albeit for very different reasons. France was upset at Rasmussen for openly criticizing France in the meeting and questioning their reliability as an ally. Germany is opposed to the military intervention altogether.
"We do not want to be sucked into a position of eventually seeing German soldiers fighting in Libya," Germany's foreign minister Guido Westerwelle said.
"There was confusion yesterday but we are safely now going in the right direction," the French diplomat reported.
Our sources also report that Washington has made it clear that they want to see the transfer of leadership for the Libya mission leave U.S. hands by the end of the week. Whether the Obama administration and the Defense Department are comfortable with a French led international steering committee making decisions about the actions of U.S. military forces remains to be seen.

The White House announced on Friday afternoon that the United States will take punitive measures against the government of Libyan dictator Muammar al-Qaddafi, including a weapons embargo, and individual sanctions against key government officials -- but not a no-fly zone.
"We're finalizing the sanctions that we will pursue. The universe of effective sanctions is pretty well known," said White House press secretary Jay Carney, declining to give specifics of the sanctions. He said that these steps could be followed by more steps in the near future.
A skeptical White House press corps asked Carney why the administration would have any confidence that sanctions could influence the decision making of Qaddafi, as he continues to slaughter his own people in a desperate bid to hold on to power.
"Targeted sanctions that affect senior leadership of a country like Libya have been shown to have an effect," Carney responded.
He also indicated that the lack of White House action to pressure the regime until this point was due to the need to maintain ties with the Libyan government until all U.S. personnel were evacuated.
"The focus [President Obama] has had is on our obligation to protect American citizens and also getting the policy right," Carney said, arguing that the administration has acted "with great deliberation and haste" and "there's never been a time when this much has been done this quickly."
Carney declined to call for Qaddafi to step down, but did say that the Libyan people deserve a representative government of their own choosing and that "the status quo is neither tenable nor acceptable."
The State Department-sponsored ferry finally left Tripoli on Friday for Malta after being delayed by bad weather. It carries 39 U.S. government personnel, 144 U.S. citizens, and 155 international citizens. A U.S. charter aircraft also left Libya on Friday for Istanbul with more U.S. and international citizens on board.
"Americans who wanted to be evacuated were evacuated," Carney said.
Also on Friday, the State Department "shuttered" the U.S. embassy in Tripoli.
"The flag is still flying, the embassy is not closed, but operations are suspended," said Undersecretary of State for Management Patrick Kennedy. "We did not break diplomatic relations."
The Libyan embassy in Washington is still up and running, a State Department official said.
Interactions between State Department officials and the Libyan government continue. Undersecretary of State for Political Affairs Bill Burns spoke twice over the last two days with Libyan Foreign Minister Musa Kusa and Assistant Secretary Jeffrey Feltman has spoken with Kusa several times, the State Department said.
Spokesman P.J. Crowley said on Thursday that Secretary of State Hillary Clinton tried to call Kusa earlier this week, but that the call could not be completed due to technical reasons. No attempts have been made to talk with Qaddafi directly, he said, but the State Department has passed him messages through unidentified third parties.
Clinton and Obama have also been working the phone, contacting friends and allies to coordinate the international response to the escalating tragedy in Libya. Obama spoke on Thursday with French President Nicolas Sarkozy, British Prime Minister David Cameron, Italian Prime Minister Silvio Berlusconi, and with Turkish Prime Minister Recep Tayyip Erdogan on Friday.
Clinton will travel to Geneva on Monday to attend a meeting of the Human Rights Council, which issued a new resolution on Friday condemning the Libyan government and calling on the U.N. General Assembly to suspend the country from the commission. AFP reported that the European Union has also decided to impose various sanctions on the Libyan government.
The EU sanctions roughly match the U.S. sanctions, although neither has disclosed the details. But EU leaders have gone further than the Obama administration in calling for Qaddafi's departure. French Foreign Minister Michele Alliot-Marie said France and England will combine to call for Qaddafi to be tried in the International Criminal Court.
And on Friday, Sarkozy told a news conference, "Mr Qaddafi must leave."

Vice President Joseph Biden argued on Thursday for forceful and early international intervention to prevent governments from committing atrocities, but didn't explicitly make the case for such intervention in Libya.
"I got in trouble when I said, during the Bosnia crisis, coming back from meeting Milosevic... that when a state engages in atrocity, it forfeits its sovereignty," Biden told an audience at the Holocaust Memorial Museum in Washington, D.C., where he was speaking at an event honoring the late Congressman Tom Lantos.
"And it was viewed at the time as somehow being contrary to the notions of the principles of the United Nations Charter that you forfeit your sovereignty," Biden said. "I remember the first person to call me as I was being roundly criticized was Tom Lantos, [who said,] ‘Keep it up, Joe.'"
Biden lauded the Obama administration for creating a senior-level position inside the National Security Council to coordinate what he referred to as new, stronger policies on preventing, identifying, and responding to mass atrocities and genocide.
"Too often in the past, these efforts have come too late, after the best and least costly opportunities to prevent them have been missed," Biden said. "First, we must recognize early indicators of potential atrocities and respond accordingly, rather than waiting until we are confronted by massacres like those in Rwanda or in Srebrenica."
He referenced the same two examples of genocide that Anne-Marie Slaughter, former top aide to Secretary of State Hillary Clinton, referred to when calling for international intervention in Libya. Biden criticized the international community for waiting so long to stop the killing of civilians in those cases.
"It's amazing how in the Balkans it took so long," Biden said. "Our administration also believes that holding perpetrators of mass atrocities accountable is an essential component of our prevention efforts. And that's why we have to reinvigorate efforts to bring some of the worst war criminals to justice."
While Biden lamented the international community's slow response to past instances of atrocities, he didn't explicitly name Libya's Col. Muammar al-Qaddafi as a candidate for such a response or explain how the administration's atrocity prevention policy would be applied in the current Arab world crisis. Rather, he repeated the administration's message that the international community must uphold three overarching principles with regards to Libya: an end to violence, protection of universal rights, and progress toward political reform.
"The Holocaust and the legacy are not only a part of our country's history, this country's history, but they continue to inform our approach to events today. They stiffen our resolve and our conscience, God willing, in the face of atrocities wherever and whenever they occur," Biden said.
He also quoted Lantos on the issue.
"‘The veneer of civilization is paper-thin,' Lantos often said. We are the guardians, and we can never rest."
The Obama administration is considering a range of options for pressuring the Libyan regime to stop massacring civilians -- including sanctions, asset freezes, and perhaps even the establishment of an international no-fly zone. But according to a senior NSC official, armed intervention in Libya is not on the table.

The calls are increasing in Washington for the Obama administration to take new, stronger measures to punish the Libyan government led by Col. Muammar al-Qaddafi for atrocities and to protect Libyan civilians.
Sens. John McCain (R-AZ) and Joe Lieberman (I-CT) implored Obama on in a press conference to establish a no-fly zone in Libya, abandon its recognition of the Qaddafi government, transfer recognition to a transitional government formed by the rebels as soon as possible, and provide the opposition with support, including weapons.
"The government of Libya, epitomized by Muammar Qaddafi is massacring some of his people. There is very little doubt about Mr. Qaddafi's commitment to remaining in power no matter how much blood has to be shed," McCain said on behalf of both senators at a Friday press conference in Jerusalem.
"When a government massacres its own people, it loses its legitimacy. So, we should no longer recognize the existing government of Libya."
Lieberman added that the no-fly zone should be organized by NATO and he compared the ongoing killing of civilians in Libya to the genocide perpetrated by Serbia during the 1990s that eventually resulted in a NATO bombing campaign.
"I think in that sense it is very important that we not just make statements about the massacre that is occurring in Libya but that we lead an international coalition to do something," Lieberman said. "What is happening in Libya today reminds me what happened in the Balkans in the 1990s. We in the United States decided that we could not simply stand by and watch a government massacre its people."
Back in Washington, Vice President Joseph Biden lamented on Thursday that NATO intervention in the Balkans didn't come sooner, when it could have saved more lives.
"It's amazing how in the Balkans it took so long," Biden told an audience at the Holocaust Memorial Museum. "First, we must recognize early indicators of potential atrocities and respond accordingly, rather than waiting until we are confronted by massacres like those in Rwanda or in Srebrenica."
Former State Department Policy Planning Chief Anne-Marie Slaughter also compared the violence in Libya to the Balkans and the 1994 Rwandan genocide in a Thursday tweet.
"The international community cannot stand by and watch the massacre of Libyan protesters. In Rwanda we watched. In Kosovo we acted," Slaughter tweeted.
Also on Friday, a bipartisan group of senior mostly-Republican foreign policy experts penned an open letter to President Barack Obama, urging him to make good on his Nobel Peace Prize acceptance speech, when he said, "Inaction tears at our conscience and can lead to more costly intervention later."
The experts asked Obama to call on NATO to urgently develop plans to establish an air and naval presence in Libya, freeze all Libyan government assets in the U.S. and Europe, consider halting Libyan oil imports, pledge to hold Qaddafi responsible for any atrocities, and speed humanitarian aid to the Libyan people.
"With violence spiraling to new heights, and with the apparent willingness of the Qaddafi regime to use all weapons at its disposal against the Libyan people, we may be on the threshold of a moral and humanitarian catastrophe," the experts wrote. "Inaction, or slow and inadequate measures, may not only fail to stop the slaughter in Libya but will cast doubt on the commitment of the United States and Europe to basic principles of human rights and freedoms."
The letter was signed by several senior GOP former officials, including Elliott Abrams, Paul Wolfowitz, Bill Kristol, Eric Edelman, Eliot Cohen, Jamie Fly and Scott Carpenter, human rights activities David Kramer and Neil Hicks, and Clinton administration official John Shattuck.
"The United States and our European allies have a moral interest in both an end to the violence and an end to the murderous Libyan regime. There is no time for delay and indecisiveness," they wrote. "The people of Libya, the people of the Middle East, and the world require clear U.S. leadership in this time of opportunity and peril."

The United States is considering punitive measures against the Libyan government for using violence against peaceful protesters, the State Department said. Sanctions and asset freezes are being discussed by U.S. policymakers, but an international no-fly zone over Libya is less likely.
President Barack Obama will make a statement on the situation in Libya at 5:15 Wednesday, following a 3:45 p.m. meeting with Secretary of State Hillary Clinton and another meeting at 4:30 at the White House with a range of National Security officials, State Department spokesman P.J. Crowley said today. Obama's recent silence has drawn criticism among some circles in Washington that his administration has been slow to react to the unfolding crisis, but the administration claims it is acting prudently with limited information and with the interest of U.S. citizens' safety at heart.
A State Department official told The Cable that the United States has needed to maintain its relationship with the Libyan regime in order to ensure that it can safely evacuate U.S. citizens.
"Our highest priority at this point is making sure that all American citizens are allowed to leave the country and able to leave the country in safety. That's the number one issue for us," the official said.
The official also said that the administration has been wary of getting out ahead of unfolding events in Libya due to the lack of reliable information coming out of the country.
"The situation has been complicated by the fact that we don't have the eyes and ears that we have in other countries," the official said. "It's Libya, so getting information is difficult. It's hard to get an accurate readout of what's going on in that country."
The most recent U.S. Ambassador Gene Cretz was recalled following WikiLeaks' disclosure of diplomatic cables he had written about the Qaddafi family, including a description of a "voluptuous blonde" nurse that travels everywhere with Col. Muammar al-Qaddafi. Meanwhile Assistant Secretary of State Jeffrey Feltman has been the administration's point man on Libya, and has spoken multiple times to Libyan Foreign Minister Mussa Kussa.
Clinton tried to call Kussa on Wednesday evening but the call was never completed, another State Department official told The Cable.
At today's State Department briefing, Crowley said the administration was considering a range of options to pressure Qaddafi for his government's attacks on peaceful protesters. He specifically mentioned multilateral sanctions and the freezing of any assets that Libyan officials may have in the United States.
"We're looking at a full range of tools that are available to us... that certainly involves sanctions that could be imposed bilaterally or multilaterally," Crowley said, adding that such discussions would take place with international partners "in the coming days."
Crowley wouldn't comment on calls for an international no-fly zone to be imposed over Libya. Several senior lawmakers have called directly for such action, including Sen. John McCain, (R-AZ), Sen. Joe Lieberman (I-CT), and Rep. Howard Berman (D-CA).
"The international community should consider all measures to end the carnage, including the possible establishment of a no-fly zone to protect Libyan citizens," Berman said. "Additionally, whatever assets Qaddafi and his henchmen have in the United States should be frozen immediately, and all other nations should take the same action."
Crowley didn't rule out a no-fly zone, but indicated it wasn't in the works in the near future.
"Whatever is contemplated, we do want it to be effective," Crowley said. "Any action that we would take along those lines would require international support. There is obviously a significant degree of difficulty in doing something like that."
Clinton struck a cautious note about the U.S. ability to influence Libyan behavior in this afternoon."[T]here are many countries that have much closer relations with Libya than we do … But everything will be on the table," she said. "We will look at all the possible options to try to bring an end to the violence, to try to influence the government."

As protests rage in Bahrain and Libya, the U.S. government's stance toward democracy in the Arab world is evolving, even in Congress. On Wednesday, the top Democrat on the House Armed Services Committee said that the United States must abandon its decades-old habit of supporting autocrats.
"The old days of ‘as long as we can make a positive relationship with the autocrat who's running the place, then we are friends with the country' are dead and gone," Rep. Adam Smith (D-WA) told a group of reporters over breakfast on Wednesday.
"We have to be much more interested in trying to get the actual populations in those countries to be supportive of us," Smith said. "What we have to start thinking about in the foreign policy establishment is what shifts in our foreign policy do we need to make to target the populations."
Smith said that over the last decades, the U.S. policy of supporting regimes that abused power turned many Arabs against the United States and bolstered often violent opposition movements, some of which could now be poised to take power.
"It was a long term bad strategy... We were winning the battle but losing the war," Smith said. "There's a reason we opted in the past for the ‘Let's just make friends with the autocrat' approach. It's much easier."
But Smith, who represents the district where the U.S. Army base of Fort Lewis is located, defended military aid to countries including Jordan, Pakistan, and Israel as useful tools of American influence.
Smith also said that military aid to Cairo must continue while the Egyptian military undertakes the process of reform. "Where Egypt is concerned, it's going to depend on what their government ultimately looks like," Smith said. "Right now, today? Yes."
Smith admitted the difficulty of supporting popular Arab movements while also defending U.S. interests, laying out several concerns he had about the largest and most organized Egyptian opposition group -- the Muslim Brotherhood.
"One of the things to understand about [the Muslim Brotherhood's approach in Egypt... their ultimate goals haven't changed," Smith said. "I don't think the people of Egypt want to trade one totalitarian group for another... we have a definite interest in making sure that doesn't happen."

The Obama administration was caught by surprise on Thursday night when President Hosni Mubarak spoke to the Egyptian people and initially declined to step down as leader of the country. Following the speech, Defense Secretary Robert Gates and Joint Chiefs Chairman Adm. Mike Mullen quickly phoned their counterparts in the Egyptian military.
Today, the military assumed control of the Egyptian government and Vice President Omar Suleiman announced in a recorded statement that Mubarak had stepped down from the presidency. "Secretary Gates spoke with [Defense Minister] Field Marshal Mohamed Hussein Tantawi again last night," Pentagon press secretary Geoff Morrell confirmed to The Cable.
"It was his fifth phone conversation with the Egyptian defense minister since the situation in Egypt began."
Captain John Kirby, spokesman for the Joint Chiefs, confirmed to The Cable that Mullen called Egyptian Army Chief of Staff Lt. Gen. Sami Anan following the Mubarak speech. Mullen and Anan have spoken four times since Jan. 25, and the last call before Thursday night was on Saturday, Feb. 5, Kirby said.
Both Morrell and Kirby declined to give details on the substance of the calls.
Press secretary Robert Gibbs told reporters on Friday morning that President Barack Obama did not call Mubarak after the speech. The last reported call between Vice President Joseph Biden and Suleiman was Feb. 8, when Biden pressed Suleiman to expand his dialogue with opposition groups.
The Gates and Mullen phone calls are emblematic of the sustained but quiet engagement with their military counterparts that the Pentagon has been undertaking throughout the crisis. That effort has been especially important in recent days, as the military's role has increased and its allegiances have come under closer scrutiny.
The Pentagon even sent out a quiet request to scores of U.S. military officers last week, asking them to contact any Egyptian military members they might know through past associations at American military colleges, the Washington Post reported.
The officers weren't told to deliver any specific messages. The outreach has been rather about collecting information from the Egyptian military and making sure that the military-to-military relationship remained intact, a Pentagon official said, adding that similar outreach has occurred between the Pentagon and its interlocutors in other countries, including Israel.
The White House and the State Department have disagreed on how much pressure to place on Mubarak and Suleiman. The Pentagon has sided mostly with State, arguing for more support of existing Egyptian institutions of power, especially the military. Some observers see the Pentagon as inclined to favor supporting the Egyptian military due its own interests and natural institutional biases.
"The Pentagon is simply so used to letting the Egyptian military have what they want," said one former U.S. official who dealt with the Pentagon on Egypt. "The Pentagon has wanted to keep their involvement at a strictly military-to-military level. So they are reluctant to be part of diplomacy at the top level, but insistent in being engaged in their own diplomacy for their own interest."
Regardless, the direct intervention of top Pentagon and U.S. military officials at key times throughout the crisis may have influenced the Egyptian military's behavior at key junctures, such as when the Egyptian military was implicated in the crackdown of journalists and human rights activists last weekend. Pentagon officials believe their outreach contributed to the relative restraint of the Egyptian Army.
It's unclear whether Gates and Mullen's telephone diplomacy last night actually influenced the events that unfolded only hours later. But the Pentagon's relationships with the Egyptian military are now among the most crucial avenues of communication and influence for U.S. policy toward Egypt going forward.

The White House and the State Department have been sending out different messages over the past few days regarding the U.S. position on Egypt. The seeming disparity between the focus and tone of remarks by officials from each part of the government has the Washington community wondering if there's a rift between Pennsylvania Avenue and Foggy Bottom and who's really in charge.
Internal disagreements on how closely to align the United States with Egyptian Vice President Omar Suleiman and his self-interested reform process emerged into public view last weekend, when Secretary of State Hillary Clinton told the Munich Security Conference that the U.S. is calling on the international community to support the process initiated by Suleiman. Clinton also had to distance herself from the comments of the State Department's chosen "envoy" Frank Wisner, who called for Mubarak to stay in power when he spoke at the conference in Munich.
Then, three days later, Vice President Joseph Biden spoke with Suleiman and gave him a list of further steps the U.S. wants him to take to open up the process, clearly expressing the official administration position that Suleiman's process is not acceptable in its current form.
On a conference call with reporters Wednesday, the NSC's Ben Rhodes said that the White House and the State Department have been "very closely aligned" and said that the difference between what Clinton said in Munich and what Biden told Suleiman three days later was a reflection of the changing circumstances on the ground.
"[Clinton] was just stating [in Munich] the matter of fact that Vice President Suleiman is the person conducting these negotiations for the government... Our response on Monday and Tuesday was in reaction to [Suleiman's] statements and it was to say that those statements alone were insufficient because they didn't constitute concrete action," Rhodes said. "I think it's entirely consistent to again state support for a process of negotiation... but to then hold the government accountable in terms of identifying the kinds of steps that we believe need to take place and that the Egyptian people are calling for."
Clinton's deputy chief of staff and new director for policy planning, Jake Sullivan, argued that the White House and the State Department have been aligned on the three core principles the U.S. government has been advocating for throughout the crisis: non-violence, respect for universal rights, and the need for political change.
"The theory of the case has remained consistent...and it's something on which the Secretary, the president and all of the other national security team members have been aligned on. And that's been true in the true public messaging. It's been true in the private messaging as well, " Sullivan said. "The situation is changing day by day even as we maintain the same basic core to our approach."
Experts close to the administration agreed with that to some degree, but said that mixed messaging from State and the White House was muddying communication of those core principles. The biases are based in institutional cultures, they said, and the gaps between the two camps are real.
"You had a similar dynamic in the later years of the Bush administration. There was President Bush and [NSC senior director] Elliott Abrams at the White House still trying to push the freedom agenda and Condoleezza Rice at the State Department very much trying to play it down," said Michelle Dunne of the Carnegie Endowment for International Peace. "The messages out of the administration have been extremely confusing and I think they realize that."
Abrams told The Cable that there are probably divisions in both places. "Where the State Department came out of its internal debate is in one place, where the White House has come out is in a different place," he said. "In the end it's about winning the hearts and minds, not of the Egyptian people, but of Obama, Biden, Clinton and Gates."
Deeper down in the administration, several official are playing influential roles in how the policy is being formed on each side. On the White House side, NSC Director Dan Shapiro, NSC Senior Director Samantha Power, and Rhodes have been leading the White House's outreach with the foreign policy expert community and held their latest meeting with experts on Tuesday.
Attendees reportedly included Dunne, Abrams, WINEP's Scott Carpenter, New America's Steve Clemons, CSIS's Jon Alterman, USIP's Dan Brumberg, Johns Hopkins' Fouad Ajami, and Human Rights Watch's Tom Malinowski.
Inside the State Department, Clinton is being advised on Egypt by several officials who have deep experience with Egypt, including Undersecretary of State for Political Affairs Bill Burns, who had suggested Wisner be sent to Cairo to deal with Mubarak, and Jeffrey Feltman, the assistant secretary of state for Near East Affairs, among others.
"The people whispering in her ears are people like Bill Burns, who is preoccupied with most often trying to save us from ourselves," Carpenter told The Cable. "Burns is legitimately concerned with how this all unfolds, but his interest is in preserving as much of the status quo with the current government of Egypt as possible. Meanwhile, the White House is saying that it's in our interest to build a new relationship because if we don't it's going to lead to something worse when the next government comes. So that leads them to conclude that they have to save State from themselves."
Feltman, a former ambassador to Lebanon, is increasingly seen as someone who understands the wider risks to U.S. foreign policy of being tougher on Suleiman and President Hosni Mubarak but is nevertheless looking for creative ways to square that circle.
"Some people on the inside say ‘Thank God for Feltman,'" because he's trying to prepare State for a changed relationship with Egypt after Mubarak leaves and trying to look over the horizon, Carpenter said.
On the specific policy toward Egypt, the difference between the current thinking at the White House as opposed to at the State Department surrounds exactly how much leeway Suleiman should have in setting up the committees that will negotiate and then oversee the political reform process leading up the elections.
On his blog the Washington Note, Clemons wrote that a senior White House official told him they want to see the emerging transitional process look like a "potluck dinner," where everyone brings their own ideas and has real power off the bat, rather than a hosted "dinner party" where Suleiman decides the guest list, the agenda, and thereby the results.
"The State Department is advocating a hosted dinner, where the power still resides with the incumbents," Clemons told The Cable. "That's not good enough for the White House."

The White House sent former U.S. Ambassador to Egypt Frank Wisner to Cairo, where he is now holding high-level meetings with Egyptian officials at the behest of the Obama administration.
"Frank Wisner is in Cairo. The U.S. government did ask him to go," White House spokesman Tommy Vietor confirmed to The Cable. "As someone with deep experience in the region, he is meeting with a Egyptian officials and providing his assessment."
Earlier on Monday, State Department spokesman P.J. Crowley declined to name Wisner as an official representative of the Obama administration, but explained that Wisner was sent both to deliver the administration's message to Mubarak's people and to bring back information to be fed back into the decision making process.
"We have asked him to add his perspective to our analysis on current developments," Crowley said. "He has traveled to Cairo; is on the ground now. And we look forward to hearing his views when he returns."
Wisner is not officially an "envoy," Crowley noted, and administration officials declined to specify exactly who he would meet with, such as embattled President Hosni Mubarak or presidential candidate-in-waiting Mohamed ElBaradei. But Crowley said Wisner was chosen due to his longstanding ties to the Mubarak regime.
"He's a private citizen, he's a retired diplomat, he's a former ambassador to Egypt, he knows some of the key players within the Egyptian government," Crowley said, adding that Wisner "has a history with some of these key figures."
Council on Foreign Relations Egypt expert Steven Cook put it plainly. "Wisner is known to be close to Mubarak," he said.
It's exactly that history that concerns Egypt hands in Washington now that Wisner's has been given a new role in the center of Obama's policy. Before his stints on Enron's board of directors and as vice chairman of AIG, Wisner had a multi-decade career as a foreign service officer, with stints as ambassador in Zambia (‘79-‘82), Egypt (‘86-‘91), Philippines (‘91-‘92), India (‘94-‘97) and as undersecretary of defense for policy (‘93-‘94).
Since leaving AIG in 2009, Wisner has been active on Egypt policy and is said by several Egypt hands in Washington to have pushed to create a group of scholars and academics in Washington to advocate for strengthening ties to the Mubarak regime. That group, which was never fully formed, was to be a counter weight to the bipartisan Egypt Working Group led by the likes of former NSC official Elliott Abrams and the Carnegie Endowment's Michele Dunne. The Abrams-Dunne group had been pushing for a harder line against Mubarak in the months leading up to the current crisis.
Wisner's advocacy for reaching out to Mubarak was on display at a private and off-the-record meeting on Egyptian succession held last summer at the Washington Institute for Near East Policy, where Wisner made several pro-Mubarak arguments, according to two people who attended the session.
"He's the exact wrong person to send. He is an apologist for Mubarak," said one Washington Middle East hand who saw Wisner as unlikely to demand that Mubarak must step down or else suffer consequences from Washington -- or, failing that, deliver a strong rebuke.
But Dunne said that since Wisner is "trusted and liked" by Mubarak and others he'll be meeting with, he's the perfect pseudo-envoy. "He's ... someone who could deliver a tough message if he's given one to deliver," she said.
Wisner's father, Frank Wisner Sr., was the CIA agent portrayed in the film The Good Shepherd. Wisner was previously married to Christine de Ganay, former wife of Pal Sarkozy, the father of French president Nicolas Sarkozy.

The National Security Staff discussed how the Obama administration might approach a future Egyptian government if President Hosni Mubarak steps down with a group of foreign policy experts in a White House meeting on Monday morning. But the Obama administration believes that Washington's fingerprints shouldn't be seen anywhere near what they increasing expect will be the end of Mubarak's rule.
The Cable spoke with three of the experts who attended Monday morning's session, which included Deputy National Security Advisor for Strategic Communications Ben Rhodes, NSS Senior Director for Multilateral Engagement Samantha Power and NSS Senior Director Dan Shapiro. The experts inside the meeting represented a cross section of views in Washington and included several members of the bipartisan Egypt Working Group, a group that has been pushing for more administration clarity on Egypt policy over the recent months.
All three participants who spoke with The Cable said that the meeting was intense and constructive, that a real debate over the path forward for U.S. policy ensued, and that the White House staff leading the meeting indicated -- but did not say outright -- that they believed Mubarak was on his way out and that the administration was preparing for what comes next.
"We can't be seen as picking a winner. We can't be seen as telling a leader to go," said Rhodes, according to one of the expert participants. The Obama team has not told Mubarak either publicly or privately that he must step down, but has been constantly and consistently giving the embattled Egyptian leader direct and honest messages about what the U.S. expects, the White House staffers told the experts.
Multiple attendees said the White House staff expressed skepticism that newly minted Vice President Omar Soliman would emerge as the next leader of Egypt, but acknowledged that he would be influential during the transition process. "Transition" apparently is the new message word for the administration, allowing them to position themselves on the side of the protesters without throwing Mubarak completely under the bus.
The Carnegie Endowment's Michele Dunne, who attended the meeting, told The Cable that the administration officials first reviewed what the policy has been, traced the administration's activities as the crisis unfolded, and then repeated the official message that both sides should refrain from violence.
"The White House's position has improved on the issue but they're ducking the difficult question about whether they have to say anything publicly or privately about whether Mubarak needs to go," Dunne said.
She and others in the meeting argued for swifter and more forceful statements from the administration calling for Mubarak to step down, lest the U.S. be seen as having tried to prop up the regime in the eyes of the Egyptian people.
"What we were trying to tell them is that change is coming, the status quo is passing away, and the question is do we want to shape that change constructively or not," Dunne said. "For a long time, a lot of people have felt that question was just too hard."
Although the NSS staffers in the meeting held their cards close, another attendee said the impression was clear that the administration was now focusing on a post-Mubarak Egypt.
"There was no narrative of change or reform that can involve Mubarak," this attendee said. "They see Soliman as their guy for now, but there's also doubt about Soliman's ongoing legitimacy to be a caretaker for an orderly transition. There's also doubt about what an organized process would be."
The attendees reported that the White House staff did not indicate any specific entity or person they would back as the jockeying for power plays out. There's a realization that overt American support for any group could actually harm that group's standing. There's also a realization that the Muslim Brotherhood is likely to have an increased role going forward and that the administration had better start thinking about how to handle that eventuality.
One of those potential leaders, Mohamed ElBaradei, has been calling on the Obama administration to publicly denounce Mubarak. White House spokesman Robert Gibbs said that U.S. Ambassador to Egypt Margaret Scobey was in contact with a range of officials and groups both inside and outside the Egyptian government. The White House declined to say if they were reaching out to specific opposition leaders, such as ElBaradei.
"As a matter of course, we engage with both the Egyptian government and the Egyptian people -- including many political leaders and activists from a variety of backgrounds," White House spokesman Tommy Vietor told The Cable. "We will continue to do so."

The leaders of the Senate Taiwan Caucus, a bipartisan group of senators in favor of strong U.S. support for the island's security needs, are preparing to send a letter to President Obama urging him to make clear to Chinese President Hu Jintao during next week's summit that the United States will continue to sell weapons to Taipei, despite Beijing's complaints.
The issue of U.S. arms sales to Taiwan, which led Beijing to cut off U.S.-China military-to-military ties in February 2010, is sure to come up next week due to reports that another U.S. weapons package to Taiwan may be in the works.
"As you prepare for the arrival of President Hu Jintao of the People's Republic of China (PRC), we urge you to remain mindful of the vital security interests of Taiwan. Taiwan is a strong democracy, a close trading partner, and an historic ally of the United States," reads the letter, led by caucus co-chairs Robert Menendez (D-NJ) and James Inhofe (R-OK).
"As faithful friends of Taiwan in the U.S. Senate, we ask that during President Hu's visit, you emphasize that the United States' position on Taiwan remains clear: the United States will support Taiwan's security, and continue to provide Taiwan with defensive arms."
A note circulated to Senate offices on Thursday said that the goal is to get all 100 senators to sign the letter. Hu has a meeting with congressional leaders in both parties scheduled for Jan. 20.
In Congress, caucuses are often loose groups of members who have decided they generally want to appear active on an issue they agree is important. The Congressional Taiwan Caucus was established in 2002 and has 141 members. The Senate Taiwan Caucus began in 2003 and has 24 members. The Senate group's most recent press release was put out in 2004.
But although the Taiwan caucus has been silent for years, it isn't missing the opportunity of Hu's final visit to Washington before stepping down as China's leader to signal congressional support for Taiwan. Menendez is the third-ranking Democrat on the Senate Foreign Relations Committee and Inhofe is the second-ranking Republican on the Senate Armed Services Committee.
"The PRC has engaged in a large scale military build-up over the past few years and has not abandoned the threat of force, with an estimated 1,000 active missiles pointed directly at Taiwan," the letter stated. "For these reasons, it is of utmost importance that President Hu understands the United States' unwavering commitment to providing Taiwan with the tools necessary for its self-defense."

The Broadcasting Board of Governors (BBG) has announced that Jeff Gedmin will step down as the head of Radio Free Europe and Radio Liberty (RFE/RL), the Prague-based organization he has led since 2007.
Gedmin will move to London to become CEO and president of the Legatum Institute, a research organization focused on understanding free markets and promoting the issues of democracy and civil society. He starts in his new role March 1.
In an interview from Prague, Gedmin said that his decision to leave RFE/RL after working so hard on its expansion for the last four years was the toughest career decision he's ever made.
"The best time to leave a job you love is never, yet if you are genuinely committed to growth and personal development, you always have to mindful of what you're giving to the organization where you work as well as what your next step will be," Gedmin said.
"I decided it was the right time to move on because if I'm telling my people to step out of their comfort zone and be open to growth, I have to be able to take my own advice."
Gedmin's tenure at RFE/RL was marked by an expansion of the reporting resources there. He now manages a staff of over 550 people in Prague and RFE/RL has about 40 personnel in Washington, DC as well. Gedmin oversaw the launching of Radio Mashaal, a news service covering neglected regions of Pakistan, which will celebrate its one year anniversary this week.
RFE/RL under Gedmin's leadership has also expanded its reporting in Central Asia, Afghanistan, Iraq, and Iran. Through the use of anti-censorship Internet technologies, the RFE/RL websites now log over 1 million visitors each month from inside Iran through a proxy server.
Multiple staff members told The Cable that Gedmin's departure would leave a huge void at RFE/RL, but they nevertheless wished him well.
"He's immensely popular in the building with the staff. He's completely revamped this [organization] into a 21st century media operation. He's really put it on the map. Everybody is really disappointing that he's leaving," said one employee.
Another reporter for RFE/RL in Prague noted how Gedmin transitioned the organization's focus "away from the traditional places, toward the Caucasus, toward Central Asia, Iraq, Afghanistan, Iran. Those are the hotbeds today where accurate, reliable information is in need the way it was in Eastern Europe during the cold war."
Gedmin's departure comes just after the installation of the BBG's new chairman, Walter Isaacson, former head of CNN and Time magazine.
"Jeff's passion for the power of the truth has been a great inspiration for all of us involved in international broadcasting," Isaacson said in statement. "The Board looks forward to Jeff serving as a valuable adviser in the future."

The Obama administration quietly waived a key section of the law meant to combat the use of child soldiers for four toubled states on Monday, over the objections the State Department's democracy and human rights officials. Today, the White House tells The Cable that they intend to give these countries -- all of whose armed forces use underage troops -- one more year to improve before bringing any penalties to bear.
The NGO community was shocked by the announcement, reported Tuesday by The Cable, that President Obama authorized exemptions from all penalties set to go into effect this year under the Child Soldier Prevention Act of 2008. The countries that received waivers were Chad, the Democratic Republic of the Congo, Sudan, and Yemen.
The failure of the administration to consult or even warn those groups that had worked hard to pass the law caused unease and concern around the advocacy community Tuesday. Child protection advocates worried that the administration was abandoning the tactic of threatening to cut off military assistance as a means to pressure abusive regimes to stop forcibly recruiting troops under the age of 18.
"This took us totally by surprise and was a complete shock to people who are working in the field," said Jesse Eaves, policy advisor for children in crisis at World Vision, a children-focused humanitarian organization.
On Tuesday evening, a White House official explained to The Cable the reasons for the decision and the details of what it means for U.S. activity in the affected countries. Essentially, the administration decided that it could not ensure that the offending countries would be able to abide by the law in time -- the breach of which would have required Washington to pull funding. In the end, the administration's calculus weighed in favor of continuing to fund several ongoing assistance programs like military training and counterterrorism advising. They decided to give each country at least one more year to implement reforms before sanctions are brought to bear, according to the official.
"This is the first year that sanctions were to take effect and part of our thinking here has been to put countries on notice of these legal provisions that are taking effect for the first time and that progress is going to have to be made on these things if these countries are going to continue to receive assistance," the White House official said.
The official also noted that the Obama administration was keen to preserve their relationships with the governments in question and argued that engaging troubled militaries was the most effective way to encourage the reform the law was designed to bring about.
"We still think it's important to maintain a solid relationship with the governments there to ensure they provide protection to those folks," the official said. "One rationale for continuing the assistance is to help them address the very problem that is the source of the sanctions."
Inside the administration, however, The Cable has learned that there was a heated debate over whether to issue the waivers. Apparently, this debate was held inside the State Department, with the bureau of Democracy, Human Rights and Labor (DRL) and the Office to Monitor and Combat Trafficking in Persons arguing against blanket exemptions. The bureau of Political and Military Affairs (PM) argued for the exemptions. The PM bureau's argument won the day and the State Department submitted recommendations to the White House, which issued the waivers.
The 2008 Child Soldier Prevention Act was originally sponsored by Sen. Dick Durbin (D-IL) and wrapped into a larger bill sponsored by then Sen. Joe Biden. Durbin's office was not able to comment by deadline and Biden's office deferred to the White House.
Leading human rights activists involved in the issue were skeptical that letting abusive governments evade sanctions would have the effect of producing reform faster.
"This is the first year it's being enacted, so to waive everyone right out of the gate sends exactly the wrong message," said Jo Becker, advocacy director for the children's rights division at Human Rights Watch. "By providing a blanket waiver, the U.S. is really giving up all of its leverage to force them to change their approach to using child soldiers."
She also criticized the official's contention that the abusive countries needed more time to become aware of the law, which was signed in December 2008. It became operative in June 2009 but couldn't go into effect until violator countries were identified in the State Department's 2010 Trafficking in Persons Report, which came out in June.
"If the State Department was doing its job, governments would have been well aware two years ago that this process was underway," said Becker.
The 2010 Trafficking in Persons report identified six countries that are systematically employing the use of child soldiers. In addition to the four that Obama waived sanctions on, Burma and Somalia are also implicated. But neither of those countries receive U.S. military assistance that could be cut off as a sanction, according to the law. Therefore, Obama's waivers have the effect of preventing the law from imposing any sanctions at all this year.
The White House official said when the next State Department report comes out in June 2011, there will be another assessment of whether to impose penalties on violator countries. He also hastened to underline that the waivers weren't issued to pave the way for new military sales to any of the countries found to be using child soldiers.
In Chad, the U.S. is engaged in counterterrorism activities but also is working with the government's armed forces to deal with the spillover of refugees from the crisis over the Sudanese border in Darfur. In the DRC, the U.S. is providing training of various types, military advisors, and also military vehicles and spare parts to the Congolese army. Over 33,000 child soldiers have been involved in the decade old civil war there and the country leads the world in the use of underage troops, according to UNICEF.
With regard to Sudan, other sanctions prevent the United States from helping the Khartoum government in the North, but the U.S. is giving military training assistance to the Southern People's Liberation Army, which could end up a national army if the South votes to separate in the January referendum. The SPLA has about 1,200 child soldiers, the official said, adding that cutting off such training would only undermine ongoing reform efforts.
Yemen is a recipient of significant direct U.S. military assistance, having received $155 million in fiscal 2010 with a possible $1.2 billion coming over the next five years. Yemen is also a much needed ally for counterterrorism operations. The government is engaged in a bloody fight with al Qaeda (among other separatist and terrorist groups), and estimates put the ratio of child soldiers among all the groups there at more than half. Nevertheless, "the president believes there are profound equities with Yemen in terms of counterterrorism that we need to continue to work on," the official told The Cable.
Several outside experts pointed out the existing law already contains an exemption that would permit the U.S. government to sanction abuser countries while still providing assistance that "will directly support professionalization of the military."
"This exception gives the U.S. government very wide berth to continue to provide assistance to bring these militaries more in line with the American image of what their military should look like," said Rachel Stohl, Associate Fellow at the Washington office of Chatham House, a U.K.-based think tank. "The law allows for professionalization of these militaries, so these waivers are really disappointing and add insult to injury."

When European foreign ministers meet in Brussels next Monday, three European powers will be pressing for continent-wide action to confront Iran's jamming of international satellites.
"Iran has been regularly jamming the broadcasting by satellite of a number of foreign televisions and radio stations ... since December 2009, a repetition of its practice in the run up to the disputed elections earlier that year," French Foreign Minister Bernard Kouchner, British Foreign Secretary David Miliband, and German Foreign Minister Guido Westerwelle wrote to the European Union's new foreign-policy chief, Baroness Catherine Ashton, in a previously unreported letter obtained by The Cable.
"The objective was clearly to prevent the people of Iran from freely exercising their right to information."
The three powers want the EU not only to pen a declaration condemning the practice, but also to figure out how to un-jam the satellites and perhaps even stop the export of technologies that Iran can use for censorship purposes.
The French have been pushing particularly hard on the issue in recent weeks, in part due to the fact that much of the jamming was aimed at the French firm EutelSat, which carries more than 70 foreign radio and television services, some of which are run by the Iranian regime but many of which have nothing to do with Iran.
A European diplomat told The Cable that one option was to kick Iranian programming off of EutelSat. There is expected to be widespread support for a declaration, the diplomat added.
The Iranian actions violate the agreements of the International Union of Telecommunications, to which it is a party, but that body has no real enforcement power.
The EU has been more active than the U.S. on confronting Iranian satellite jamming, at least in public, a situation that several GOP senators complained about in a recent letter to Jeff Trimble, head of the Broadcasting Board of Governors.
The senators were demanding answers to questions raised by an exclusive report in The Cable that revealed the involvement of the National Security Council in the Broadcasting Board of Governor's actions regarding Iran.
In the Feb. 18 story, which was also reprinted in the Washington Post, we reported that the NSC had been involved in negotiating the wording of a statement on Iranian media censorship that was eventually issued by the Voice of America, a subsidiary of the BBG, as well as the British Broadcasting Company and Deutsche Welle.
The NSC's involvement was seen by some as an inappropriate violation of the "firewall" that is supposed to exist between the administration and the BBG, which should be operating independently. An NSC official denied that there was anything inappropriate about the council's intervention.

The Iranian regime's blanket censorship of satellite and Internet communications last week was so effective, it led many to wonder, why didn't the U.S. government do more to stop it?
But despite strong statements from the podium in Foggy Bottom, the Obama White House appears to be treading carefully. Three sources tell The Cable that the National Security Council at first tried to prevent Jeff Trimble, executive director of the Broadcasting Board of Governors, the independent agency that oversees the U.S. government's media operations including Radio Free Europe/Radio Liberty and Voice of America, from allowing VOA to attach its name to a statement last week with Deutsche Welle and the British Broadcasting Corporation protesting Iranian signal jamming.
Two sources close to the issue say the NSC first didn't want the VOA to join the statement if it mentioned "jamming." Later in the email chain, the NSC modified its position to object to the use of the term "intensified jamming."
According to Trimble, "The BBG wasn't asked not to participate in the statement."
"NSC is ok with our confirming that jamming continues, they ask that we not say for now that it has intensified," one Feb. 11 email from Trimble to several BBG staffers read.
Dan Austin, the president of VOA, acknowledged that changes had been made to the statement, but declined to discuss the NSC's role. He said that the U.S. government should not be interfering with the BBG's editorial content, but acknowledged that on the communications and policy side, the lines were less clear.
"If it doesn't violate the letter of the firewall, common sense dictates it violates the spirit," a BBG official told The Cable on background basis.
VOA did finally join the statement, and Trimble declined to confirm or deny that the White House pressured him. His spokeswoman sent The Cable a list of actions BBG has taken to combat Iranian censorship and referred to two previous BBG statements on the issue.
Meanwhile, the State Department says it is working furiously to increase its capabilities to confront the kind of censorship promulgated by Iran last week, bringing major Silicon Valley companies and top tech executives into the fold, and rushing to develop technologies that can overcome even the most draconian measures.
"We have gone from zero to 100 on this issue in the last 30 days, after inheriting an incredibly empty policy from the last administration," a State Department official told The Cable. "Does that mean that as of right now we are as far along as we intend to be in the not-distant future? Absolutely not."
The White House and NSC did not respond to queries by the time of publication.
